The Growing Need: Developmental Disabilities in California and SCLARC
California serves over 400,000 children and adults through its 21 regional centers, with autism spectrum disorder (ASD) now comprising more than half (51%) of the Department of Developmental Services (DDS) caseload—196,756 individuals in FY 2023-2024, up 156% since 2013. Statewide ASD prevalence among 8-year-olds reached 4.5% in 2020, higher than the national average of 2.8%, while 4-year-olds showed 4.6% versus 2.2% nationally. In special education, autism affects 20.3 students per 1,000, alongside learning disabilities and speech impairments as top categories.
SCLARC, serving South Los Angeles areas like Watts, Leimert Park, South Gate, Compton, Huntington Park, Lynwood, Bell Gardens, and Paramount, reflects these trends: 35% of clients have autism (up 91% or 3,937 individuals since FY 2016-2017), 31% intellectual disabilities, and 32% other developmental conditions. Nearly 16% of California kids ages 0-17 have special health care needs, with 65% facing multiple chronic conditions—highlighting the urgency for targeted supports like tutoring. These statistics underscore why programs like Self-Determination are vital: they empower families in underserved communities to access education that fosters independence.
What is the Self-Determination Program?
Open since July 1, 2021, to most Regional Center clients ages 3+ with lifelong developmental disabilities, Self-Determination is governed by five principles: Freedom, Responsibility, Confirmation, Support, and Authority. Person-centered and flexible, it lets participants control budgets for services unavailable traditionally—including non-vendored providers like Tutoring 4 Less. SCLARC hosts mandatory orientations (RSVP to SelfDetermination@sclarc.org), monthly Local Advisory Committee meetings (second Wednesdays, 6–8 pm), and trainings. Resources include DDS emails, the Ombudsperson, statutes, workbooks (English/Spanish), and forums.

Tutoring 4 Less provides free specialized tutoring services for adults under 30 who are clients of Regional Centers such as the South Los Angeles Regional Center (SLARC).
