The Growing Need: Developmental Disabilities in California and SCLARC
California serves over 400,000 children and adults through its 21 regional centers, with autism spectrum disorder (ASD) now comprising more than half (51%) of the Department of Developmental Services (DDS) caseload—196,756 individuals in FY 2023-2024, up 156% since 2013. Nearly 16% of California kids ages 0-17 have special health care needs, with 65% facing multiple chronic conditions—highlighting the urgency for targeted supports like tutoring. These statistics underscore why programs like Self-Determination are vital: they empower families in underserved communities to access education that fosters independence.
What is the Self-Determination Program?
Open since July 1, 2021, to most Regional Center clients ages 3+ with lifelong developmental disabilities, Self-Determination is governed by five principles: Freedom, Responsibility, Confirmation, Support, and Authority. Person-centered and flexible, it lets participants control budgets for services unavailable traditionally—including non-vendored providers like Tutoring 4 Less. SCLARC hosts mandatory orientations (RSVP to SelfDetermination@sclarc.org), monthly Local Advisory Committee meetings (second Wednesdays, 6–8 pm), and trainings. Resources include DDS emails, the Ombudsperson, statutes, workbooks (English/Spanish), and forums.
